I am a businessman and resident of Niagara Falls Canada for the last 15 years.
I have owned and operated several businesses in the city.
I have complained about the extortion game in this city for the last 7 years and nothing has ever been done.
The city of Niagara Falls, in conjunction with JIM JESSOP of the Niagara Falls Fire department, have used their position of authority to extort and steal properties from innocent citizens.
I have been the owner for numerous years of several large buildings and businesses in Niagara Falls.
My properties happen to be located, close to the new casino and now most recently, are located next to the citys plans for the SYLVIA PLACE MARKET and MUSEUM EXPANSION.
The city through extortion practices by the NIAGARA FALLS FIRE DEPARTMENT has been trying to steal these properties for the last 5 years.
Here is the quick and fast of the scam, and type up JIM JESSOP OF NIAGARA FALLS, to see the pattern of the scam.
Its like a dance step.
1)STEP ONE, cityhall wants a property for developement , or more money to increase revenues.
2) STEP TWO send in Fire Department (JIM JESSOP)to trump up any minor fire code violations.(and I mean minor) like loose stair railing, door closure, ceiling tile moved etc etc (you get the picture)
3) STEP THREE Fire department issues threat to life paper and evicts all occupants. (This is without any proof, evidence or chance given to correct any deficiency if it did even exist at all)
This is at the sole discretion and whim of the Fire Department Rep. (he is god and above the law)
4)STEP FOUR Fire department changes locks on building and doesn t allow any access to the building.
and anyone that tries, gets charged with the police. Even those people the owner may have hired for an independent opinion!!!!)
5) STEP FIVE Cityhall and building officials now have free run of YOUR building and drum up further bogus infractions.(you aren t even allowed to go in ,so how can you defend the false allegation)
6)STEP SIX Cityhall goes for demolish order, yes DEMOLISH ORDER!!!!!
7)STEP SEVEN VIOLA !!!!!!!!!!!!! we now have the owner where we want him, either he gives the property to us(city) or we will run him around for tens of thousands of dollars and deny him any permits to fix, alterate or correct. Plus the clock is ticking, you have 10 days or 5 days to comply.
If not we put all the cost on the tax roll,(which goes before the first mortgage I might add) so either we get the property for free, or we get alot of Money from you the innocent victim.
8) WOW isn t this fun, what a money making merry go round.

6) have a neighbour that is your competition in business, but has friends in the city.

9) not support the right cause
10) are you a pretty female business owner and are being bugged for a date from a cityhall official
11)took someones parking spot by accident that happened to work in the city.
12)not keep you mouth shut about city or fire department corruption

My building had a Florist, The Salvation Army, a Shoe Store and a Cellphone Shop in it.
A great wonderful group of caring people.
The power given to the Fire Department to combat grow ops is incredible, but now it is being used on YOU!!. The innocent taxpayer and property owner.
I don t condone grow ops, I don t even smoke !

An effective way to police corrupt Fire department officials.
A system of checks and balances in place to monitor false fire code violations.
And protection from officials that breach the public trust and use their position of power for personal gain or motives.

Yes wr have an incredible amount of evidence including video evidence of Jim Jessop maliciously disconnecting fire alarms and then charging the building owner under the fire code for having a disconnected alarm.
Wr have audio tape converasations of Jessop discussing with another fire dept rep on how he can take any property he wants by writing up a bogus threat to life charge.
We have evidence to prove Jessop falisified affidavits before a judge. All this was reported and sent to Mayor Salci at the time who completely ignored it and swept it under the rug.

yes I totally agree with your comments. This overpaid ball of corruption has already started writing up bogus fire charges here in London. Why is this guy still here?,why is he not removed from office? I understand he is a pork barrel earner for London now with fire tickets. But this is ridiculous!

I have yet to see any kind of evidence against this man except for the multiple accusatory allegations written by anonymous individuals with a curiously similar writing style. I would sincerely like to see something with a little substance before believing anything that is written here.

As far as busting grow ops - thats just the City's enemies. I know for a fact he overlooks many hotwired grow ops. In fact 25% of NPE Electricity is missing each year.
The Fire Dept and the Hydro are told to overlook them and in many cases assist in the hotwire coverups

Got booted from Niagara Falls Fire Dept, then turns up like a turd in London Ontario, gets booted from there, then Toronto Fire marshall Office, then booted from there, then to Toronto Fire service, the same place he started out as a junior under Cpt. Jim Challis, where he was snivelling and whining and refusing to do his job the Toronto guys ran him out of the station there.
Jim Jessop is about as popular as syphilis with his own people, never mind the population of disgruntled and scammed people he left behind in Niagara and London.
